If someone was mean or a bully to you 10 years ago and you meet them now- do you assume they are the same person?

You have no interaction inbetween now and 10 years ago. When they were mean they were in their 20s. It was not a one time thing or a misunderstanding.

l assume they are still the same person now unless they give me a really obvious reason to believe otherwise. 

I have come across alot of these people, and have only met 1 that actually seems to be a decent person now, not still a jerk or a slightly watered down version of his old self.
