A 14 Year old dating a 13 Year old, Normal or strange?

And should a 14 Year old stick to dating 14-18 Year old's?

    No, fourteen year old children should NOT be dating 18 year olds.

    13- and 14-year-old kids don’t even know what dating is.

    14 and 13 isn't that strange.  18 dating a 14 is really strange.
