Could small communities potentially produce tech more efficiently and productively than large capitalist entities if that were designed?

It'd have to be designed for multiple communities being able to work together for mutual purposes.  But of course,  reduce unneeded administration and people can make more of their time.  

It happens. More often in software than hardware, I think. But then once they’ve done that successfully, they tend to become large capitalist entities, because starving artists don’t actually enjoy the starving part.
