The Moon DOES Rotate on it's own AXIS.  It is just that it also orbits around the Earth at a rate the the Rotation keeps the same face towards Earth.

The moon does rotate on its axis. It rotates once for each orbit around the earth. This is called tidal lock. This is why we see only one side of the moon. If the moon rotated faster or slower, it would not have any effect on the earth.

It does.  It's just locked with respect to this planet.

The moon revolve on its own axis in anti clockwise direction, with 27.5 days per round .
