can someone from some other state reject there votes for that state?

    No.  That's what Texas tried to do.  In order to do so, they would need standing.  As each state controls its own election process, only people from that state can bring a suit, in an attempt to reject votes.

    No.  They're, their, there.  I doubt you could figure it out if this were legal.
