"How"? Are you looking for instructions on how to qualify for extradition or an explanation of the process of extradition? Why would you want to intentionally get arrested?  Fool. Glad we still have the option to permanently block fools here.

Commit a serious crime in Florida then flee back to Pennsylvania. Or maybe since it seems you're just looking for a free ride, just go to Florida and don't commit any crimes. You can take a Greyhound from Philadelphia to Orlando for just $129.

I'm sure there's a reason you ask this over and over.  You go to Florida, commit a crime, don't appear, a warrant is issued for your arrest, you travel back to Pennsylvania, you MIGHT get extradited back to Florida.  Not clever the first time you asked, not clever the 10th time you asked.

If you are arrested in Florida they don't have to extradite you.

Go to Florida, commit a felony that would warrant extradition, don't get caught, go back to Pennsylvania, call Florida up and admit to the crime and say 'Come and get me.'

Seems like a pretty dumb way of leaving a state you can't afford to live in.  Wouldn't it be a lot easier to just pack up your stuff, go to Florida and start over?  Even if all you take is the clothes on your back, you can afford a bus ticket, right?

your question is unclear.  if a felony warrant in Florida is issued for your arrest, yes -- you can be arrested in PA.  extradition then would depend on Florida being willing to pay the cost to retrieve you.

Bench warrant issued by a judge. Go to Florida on vacation, go home on probation.
