Laptop #2. Better GPU, faster screen refresh rate. For £100 more, that's a no brainer.

The 2nd option. Let me preface with I'm biased on screen size.
But additionally the 3070 is a noticeably better card than the 3060.
Ram is cheap and if you want to upgrade it later you can to 32 gb.
