    'Hands on!' v Hands off.

    That the US President/government should actually 'lead the People' to betterment/progress instead of Hoover's just be a manager to maintain the status quo.

    Hoover responded to the Great Depression by cutting government spending.  FDR created all sorts of temporary agencies such as the Works Projects Administration (WPA) that created jobs for many of the unemployed while also doing needed infrastructure work.

    Roosevelt was a socialist, Hoover was not.

    Hoover was the ultimate Republican.   Roosevelt was the ultimate Democrat.   The Great Depression got much worse under Hoover's leadership.   Roosevelt threw everything into saving the nation, and he succeeded, being elected for four terms, the only President ever who was.
