Why would a 10 year old girl allow her mother to put a permanent tattoo on her body that will remain there for the rest of her live? Why would she still like her tattoo 20 years latter?

    That wouldn't happen. Reputable tattoo artist do not tattoo on clients that young. All of your hypothetical are dumb.

    In most places it is illegal to tattoo a minor.
