Why does Sarada have only one Tomoe (comma) in her sharringan. I don't remember any sharringan from the first two with only one tomoe comma?

    She has not developed a full sharingan.

    I'm pretty sure Sasuke's was one tomoe at the start too.  Or at some point shown in his younger years.  The sharingan is unlocked progressively in stages as the Uchiha matures and triggers it more.  Going one, two and then three tomoe to a full sharingan.
