I GUARANTEE releasing steam, aka water vapor, is 100% legal. I am fairly certain SMOKE would also be legal. Your video doesn't prove SQUAT.
Note: The fact you don't know steam IS NOT toxic discredits whatever you believe.

You're chasing a greased pig. In other words: don't bother.
Every country has their own emissions and pollution laws and regulations every person, including business owners, have to follow. Steam is not harmful to anyone. Most likely the steam coming out of the stacks is heavily filtered IF the plant even does process anything dangerous, toxic, or harmful in any way to anyone. Do you even know what the plant does? What it's source material is and what it does with it?
It's great you're concerned and want to step up to do something but you should learn the details of everything before you go trying to cause trouble.
You could end up making an *** of yourself raising hell over what is likely not what you think it is.
Steam is not pollution. It's water.

You would be contacting EPA environmental protection agency. If the steam contains anything more than steam whether or not supposed to be doing it that agency will deal with it.

Steam and what? Name the toxin. If you don't name the toxin, you might be wrong about there being toxins. Then it appears you are worried about water vapor, which isn't toxic, thank God.
