    In some ways, I suppose....

I knew a guy who was a election strategist and campaign manager who worked elections in multiple states.  His specialty was city and county-level offices and he boasted a "win" percentage close to 90%.

He was a Vietnam veteran who had served as a U.S. Navy supply officer, and he said that the basics of running election campaigns were the same as running a successful military campaign:  intelligence, contingency planning and logistics.

You needed a good intelligence gathering network to determine who the voters were and what their "hot  buttons" would be....You needed to have a solid plan, but also be prepared for numerous contingencies (everything from sneaky smear campaigns from your opponent to possible disruptions on election day due to weather or other causes)...and you needed to constantly monitor your resources so that they were being used as efficiently as possible for the greatest impact.

The funny thing is that he was apolitical himself.  He worked the campaigns of republicans, democrats, independents, greens and socialists... For him it was all about the "win"...

In that light, I'd say it reflects on a common feeling among soldiers.  Robert E. Lee once said something to the effect of "We are soldiers, not politicians.  Our sole duty is victory."
