roflmao. An entrepreneur in Britain who is in the business of consulting to business owners set out to count the number of forms of psychology being offered to his customers. He stopped the effort when it exceeded 400 different forms. Because psychology can not measure its success, it is subject to HUGE manipulation by both the undereducated and the willful ... thus your proposal would introduce more unfairness into society rather than reduce it ... unless, of course, your idea is to use such 'evaluation' to have all gun owners declared insane and thus be an excuse to confiscate all guns. Then, by controlling who does the required evaluations, you could try to end run the Second Amendment. all in all -- a very bad idea. [gun owners won't sit still for this -- you could expect both passive and active resistance.]
