Agatha Harkness has far more years of experience with sorcery. She's also highly formidable, despite her senior age. Raven is literally the daughter of a demon, (Trigon), who's capable of wiping out an entire planet. However, Harkness would have a slight edge over Raven, because she'd be better able to outsmart a younger opponent.
Note: I'd love to see a comic book and/or cartoon of this epic battle!

Agatha Harkness would win. She has more experience of sorcery. Raven can't use her dark and demon powers to defeat Agatha, because is useless.
