Laws in getting a doll made of somone?

I have a friend and I wanna get a  bobble head made of her from a photo would I need her permission first under copy right laws as that's her image? Not trying to be creepy just think it would be funny something I'd do for a laugh.

    You do not need permission, it is not a copyright issue.

    Not if  you are just having one or two made for her.  Maybe if you want to market them to the general public.
