Hon, you didn't give your "friend"'s age. If he/she is fourteen, I'd say 9pm . If their homework is done, if their parents are okay with it, if they aren't jeopardizing themselves by hanging out in high covid risk situations, ...IF !  If your "friend" is thirty? Then, I'd say its up to them and suggest you stay out of it. What's the deal? Next time, give more information. And why are you asking in the first place, "for a friend"? !
