Are minors who smoke before the legal age still considered problem children who may need lots of help?

    there are no special clinics for minors who are addicted to tobacco.  "Lots of help"?  Only if Mama pays for it

    I don't think that they are a problem children.  Kids will be kids.  Yes, with all of the push of smoking is bad and drinking.  Some how they still do it.  Some are smart enough to quit.

    Its required in North Carolina. Anyone over 12 has to smoke.

    That would have to be a recent thing, back in my day there was no legal age, a 12 year old could buy a pack of cigarettes as easily as buying a candy bar.
