Who and what decides when driver is ready to move from the Nationwide level to the Sprint Cup level? Who decides whether to "admit" them into Sprint level? Can any driver/team with a sponsor and enough money enter? Who decides if the driver is good enough?

I am a new Nascar fan, and I was wondering what exactly is it that makes someone a doninant racer? What makes someone a top 10 racer, that others don't have? What specific skills are they better at then the other racers? Or is it just the car, or the crew, and the driver doesn't matter that much? Thanks all!
