Can a Filipino change his family name? Because, I have this friend of mine who's biological father is a Filipino and her parents was not legally married, but, had the family name of her father because of the Republic Act during the 90's that was imposed & introduced to the masses. Recently, she has a foster father who is a Chinese, having the plan to change her family name soon. What are the things that should be done by the parents? What are some requisites?
