This goes for both democrats and republicans. If the congress has an approval rating of 18% then why do we keep electing the same people to go back to Washington?
If an incumbent President had that low of an approval rating there would be no way we would re-elect him/her. But for some reason we don't use that same logic for senators and congressmen.

FDR wasn't inaugurated for his first term until March of 1933. The market crash was in 1929.
And I seriously doubt that FDR got on "television" in either 1929 or 1933.
