Four steps:

1. Write the html to display the pages. Use a program like Dreamweaver or Front Page. (There are cheaper and free design programs available, too.) If you need more interactivity, use Flash, PHP, or some other server-side technology. (If you're not a programmer, this can be difficult.)

2. Get a domain name (this will cost a few bucks). Get it from some place like GoDaddy.com. (Don't do this or step 3 until your site files are nearly ready to go, as you'll be paying for something you aren't using yet, and if you never finish step 1, it'll be a complete waste.)

3. Get space on a web hosting service. (This will cost a few bucks, or you might find free space with ads. In this case, you're leasing space on a hard disk on a computer with a high-speed internet connection which is running server software .)

4. Upload your files. (Some html programs have built-in file transfer (FTP), with others you might need a separate FTP program (many free ones are available).) And there you are.
