Yes you can use photoshop elements. Also you can try out Image Compressor application. it has a batch watermark functionality suitable for your need.

I am also a Batch Watermark Creator user.
if I try to post my images on ebay, I add big transparent or emboss watermarks.

You need to use a program such as Photoshop that uses layers. On one of the layers you put the watermark as an overlay.
