I have heard of the shark series, do you know if it works well on shag rugs that is my main concern

A rechargeable hand vacuum would be ideal. One with a beater bar will work better on carpets. Look for the Shark series, they work very well for small rooms and wont take up any space.

I suppose a hand vacuum would be the most convenient thing. Trust me, you're not going to want an actual vacuum sitting around in a dorm room. It will take up too much space. I remember when I lived in a dorm my floor just had a community vacuum in the utility closet that everybody could use. Your building probably has something like that.
