Nope, they wouldn't think about the consequences of their illegal act any more then than they do now.

Criminals do not plan to get caught, therefore they do not wonder about (or worry about, or care about) the possible penalties for their actions. Increasing the penalties for crimes would not "give the criminal something to think about" it would "give them one more thing they don't care about"....Show more
