Does Skype charge your landline for receiving international phone calls?

What a rip off! Someone bought a Skype suscription to call me from another country and while he is paying the monthly fee, I was charged for every phone call I got. It was a small fee but Skype never tells you or warns you. Has anybody else experienced this "surprise"?

Skype has nothing to do with your landline. If you made or received calls on the landline, you will accordingly be billed by that phone provider.

If you communicated those calls over skype, you should have not been billed to your local phone bill for that.
