Is denying emergency aid in congress part of the new "Civil War"?

The Red State GOP members in congress want to deny funds to Hurricane Sandy victims in Blue States like New York, New Jersey and Connecticut. What if the Blue States respond in kind and hold up funds the next time a storm hits South Carolina or the Gulf Coast?
