He seems to truly believe in human kindness and salvation- with his choices to live very poorly and try to help people- the feet washing thing is an old tradition, it's a sign of caring and respect for other people who are down on their luck. I think the prisoners are often seen as evil people and maybe he wanted to express that making mistakes happens, and forgiveness is important too.
