could be a seasonal allergy, could be flea bites (or allergy against flea bites), could be hotspots.
If you can rule out the flea bites because you know that whatever flea preventative is working (not all of them do, so just putting something on the dog might or might not work), then take the dog to the vet. A single cortisone shot might take care of it if it is a seasonal allergy.

She is 8 years old, shich means she is about 56 in human years. Most 56 year olds have gray hair! It is not a sign of a health problem, but it is a good indication that she is geriatric... You shouldn't worry, unless there seems to be other problems with your dog. (incontinence, trouble breating, walking, or eating, etc).

Short haired dogs actually suffer a lot with eczema, especially in the summer when they're hot! You can put creams on it but make sure you bathe it in salt water because a build up of creme can cause infection

Sounds like seasonal allergies. Your dog should go to the vet when it happens to figure out the root cause. If he's chewing enough to cause hair loss then he is in pain and very uncomfortable.

Then he is over due for a comprehensive wellness exam (dogs eight and older) that should include a complete blood work up, urine/fecal, x-rays and an echo cardiogram.
No one, including a vet can diagnose/treat your dog without examining it, least of all YA, take it to a vet.
