It is a bit of both.
Some behavioral traits like addiction are hereditary so it is possible that they were inherited from one of the parents.
In terms of upbringing, sociopaths can also create themselves out of habit from their interactions with people. If the person learns that it's easier to lie to people to get what they want... BAM... pathological liar. If a child is spoiled and has an inflated sense of self - worth from their parents, you have an egotistical narcissist on your hands.

it mostly comes about due to family upbringing. If a person has a supportive, nurturing friendly family the person will have less pathology but still may exhibit some anti-social behaviours from time to time.
