You cannot use RUM - The Seventh One to summon Utopic Dragon because RUM - The Seventh One only works for Number 101 to 107 monsters. However, you CAN discard RUM7 as the cost to summon Utopic Dragon as part of its Summon effect.
So yes, you can discard RUM7 to summon Utopic Dragon even if you've used another copy of RUM7 previously in the duel.
