Well, I have no idea what book you were reading. One mission of the CIA is to collect information overseas that is difficult to obtain because other countries are trying to keep it secret. To collect this information, CIA officers use a variety of methods. To avoid being caught doing this, CIA officers work under a variety of cover jobs, some inside embassies, others outside them.
