We went up to Paradise on the 4th of July one year and there was a little snow up there.

When I was a kid (before global warming ;-) we would camp at Ohanapecosh in the summer and my folks would drive the family to Paradise on Mt Rainier. We'd hike up a short ways to the snowpack.
I'd say July is a good time to go and maybe still is in August. Even if you don't touch snow, you will at least see the beautiful wildflowers.

Go to Mt. Hood in Oregon. There is a glacier near Timberline Lodge and they keep a ski lift open there all year round. That's about the only place in the northwest where you'll find snow in August.

you can drive to a place and hike up to a place where there is snow on the ground. don't know about a place up there in the cascades mountains where you can drive in the snow in august.
