but as far as your question, in the first example, you have to expect a certain amount of stupidity.
After all, there are people here from 3rd world countries who don't have running water, but have internet access.

I've learned to take the ratings as nothing but opinions, and like a certain anatomical feature, everyone has them. Thus I shall select the former as my answer.

I hate it when I want a serious answer and some snot nose gives what he/she believes to be a profound or clever answer.
