Why is Chicken Fried Steak called Chicken Fried Steak when it's not Chicken?

This is something that has always puzzled me and I wonder if anyone has an answer for it. I believe Chicken Fried Steak originated in the South and is delicious served with Creamed Pan Gravy but every time I ordered it, it was Beef and not Chicken.
