If the owners of the vehicle are out of town, the police will not be able to do anything. They can't shut the alarm off. Just wait for the battery to run down.

Call the police and tell them the Alarm is going off and they will come to investigate and will wake up the neighbors to see if anything is wrong. tell them it has been blasting for an hour, but they may ask why you didn't call sooner.

Call the cops. They probably not gonna be able to do much, but at least mark it on their record as "noise complaint" and maybe find contact info.

Call the cops, yeah, they'll either be able to stop it or at least advise you on who to call. call a non-emergency number, though.
