Since you don't have a car, your best bet is Amtrak. The Coast Starlight train has stops in all those cities. I don't know about bus service in Portland, but there are bus routes that service the Amtrak station in Seattle so you can get around once you get here. A one-way ticket from Vancouver to Seattle is around $30-40 U.S.

Amtrak train goes the whole way. You can take it from Vancouver to Seattle, and then from Seattle to Portland. It goes right along the water from Canada to Seattle, and then through countryside to Portland. All the train stations are centrally located in the cities.

Not cheap, but Kenmore Air flies from Vancouver to Seattle and back by float plane - it's a spectacular trip, and you avoid the airports in both destinations because the planes land on the water.
I like Amtrack to Portland.

Via public transportation, Greyhound from either. Amtrak from Portland is very scenic, and it MAY connect Vancouver to Seattle.

You could take a ferry from Vancouver to Victoria. Then, ride the Clipper ferry from Victoria to Seattle.
