Undiluted White Vinegar is fantastic for cleaning and disinfecting your bathroom and all around your home, it is an all purpose cleaner/degreaser and can be used inside/outside of home it cleans disinfects and removes odors and residues due to cleaners and detergents it will even remove mold and soap scum, I will add some hints here for you to try on your home
Wash mildew from shower curtains
Clean those ugly mildew stains off your plastic shower curtain by putting it and a couple of soiled towels in your washing machine. Add 1/2 cup laundry detergent and 1/2 cup baking soda to the load, and wash it in warm water on your machine's regular cycle. Add 1 cup white vinegar to the first rinse. Before the machine goes into the spin cycle, remove the curtain and let it hang-dry.
Shine ceramic tiles
If soap scum or water spots have dulled the ceramic tiles around your sink or bath, bring back the brightness by scrubbing them with 1/2 cup white vinegar, 1/2 cup ammonia, and 1/4 cup borax mixed in 1 gallon (3.7 liters) warm water. Rinse well with cool water and let air-dry.
Whiten your grout
Has the grout between the tiles of your shower or bathtub enclosure become stained or discolored? Restore it to its original shade of white by using a toothbrush dipped in undiluted white vinegar to scrub away the dinginess
Clean sinks and bathtubs
Put the shine back in your porcelain sinks and bathtubs by giving them a good scrubbing with full-strength white vinegar, followed by a rinse of clean cold water. To remove hard-water stains from your tub, pour in 3 cups white vinegar under running hot tap water. Let the tub fill up over the stains and allow it to soak for four hours. When the water drains out, you should be able to easily scrub off the stains.
Shine up your shower doors
To leave your glass shower doors sparkling clean -- and to remove all of those annoying water spots -- wipe them down with a cloth dipped in a solution of 1/2 cup white vinegar, 1 cup ammonia, and 1/4 cup baking soda mixed in 1 gallon (3.7 liters) warm water.
Remove mineral deposits from showerheads
Wash away blockages and mineral deposits from removable showerheads by placing them in 1 quart (1 liter) boiling water with 1/2 cup distilled vinegar for 10 minutes (use hot, not boiling, liquid for plastic showerheads). When you remove it from the solution, the obstructions should be gone. If you have a nonremovable showerhead, fill a small plastic bag half full with vinegar and tape it over the fixture. Let it sit for about 1 hour, then remove the bag and wipe off any remaining vinegar from the showerhead.
Wipe down bathroom fixtures
Don't stop at the shower when you're cleaning with vinegar! Pour a bit of undiluted white vinegar onto a soft cloth and use it to wipe your chrome faucets, towel racks, bathroom mirrors, doorknobs, and such. It'll leave them gleaming.
Fight mold and mildew
To remove and inhibit bathroom mold and mildew, pour a solution of 3 tablespoons white vinegar, 1 teaspoon borax, and 2 cups hot water into a clean, recycled spray bottle and give it a few good shakes. Then spray the mixture on painted surfaces, tiles, windows, or wherever you see mold or mildew spots. Use a soft scrub brush to work the solution into the stains or just let it soak in.
This should keep your bathroom clean and sanitary everything is sparkly afterwards

I do this in the morning... I use clorox/lysol antibacterial wipes and wipe down all the surfaces counter,sinks, toilet and the outside of the tub.. I then have a spray bottle with a 50/50 bleach and water solution I spray on the tub/tile surround in the bathroom.. I have windex I spray on the mirror and wipe.. I hang any towels that are in the bath and once a week I mop the floor.. I scrub the tub once a week but, spray it everyday with the 50/50 solution so it stays white... It's an old porcelin tub.. Turn on the fan or open the window the bleach solution is strong... Also, about once a week I turn off the water valve in the toilet and I pour 2-3 cups bleach in there and I let it sit.. .Anywhere from 10 min- overnight... I swirl the water around and flush....Good luck

You can keep your bathroom sparkling clean without buying expensive cleaning products. Most of the products you will need are probably already in your bathroom or kitchen.
The easiest and most easily seen items to clean in the bathroom are the countertop and sink. A simple wipe down with a baby wipe and a dry cloth is a quick and easy way to clean off your countertop. If you prefer to do a more intensive cleaning, sprinkle baking soda over your countertop and sink and scrub clean with a damp sponge. A toothbrush works great for those hard to reach places around the faucet and fixtures or soak a cotton ball in bleach and let it sit by the fixtures for a few hours and rinse with warm water. The tub and shower area, including shower curtains, can be scrubbed clean with baking soda, as well.
The faucet and fixtures can be kept shining by rubbing them down with a cotton ball dipped in rubbing alcohol. The alcohol will evaporated and eliminate the need for you to dry it off. Also, help your fixtures stay spot free by rubbing them with a piece of wax paper when you finish.
If you have a weekly routine for cleaning your bathroom, you can plan ahead. The night before you clean, dump 2 cups white vinegar into the toilet bowl after the last use for the night. Using a toilet brush before flushing in the morning will help remove any tough stains. This will help eliminate water rings and keep your toilet bowl from getting unfriendly odors. You can clean the outside of the toilet with baking soda and warm water. Use a toothbrush for hard to reach areas or stubborn stains.
Tile floors can be very difficult to keep clean in your bathroom due to the huge amount of traffic on them. Mix 1/2 cup baking soda in with your mop bucket filled with warm water. Sometimes, the grout between the tiles is more resistant to cleaning. This can be overcome by dipping a toothbrush in undiluted white vinegar and scrubbing the grout. If a toothbrush is not your style, try mixing together equal parts of Epsom salt and liquid dish detergent and scrub with a damp sponge or sponge mop.

A spray bottle of witch hazel with a few drops of lemon and/or orange essential oil kills germs and smells great, without risky chemicals. I rinse the bathroom down with this at night. Also, keep a shaker container of baking soda near the shower. When you are done your shower - while all nice and warm, dump some of the baking soda on a wash cloth and wash down the walls real quick. Ahhh, to never have to stretch to clean a shower again!
Oh, don't mix chemicals as suggested below - who knows what the long-term consequences of that choice might be...

I've seen what you describe before. Your brother's going to need a good supply of cleaning rags and a ready supply of cleaner. He might even want to keep diluted bleach to put on his rubber mat after every shower. I've found that spraying down my bathroom with cleaner in the mornings and wiping it keeps it from getting to the state you described. Good luck!

I clean my bathroom just about every night. In between cleanings, I've found that toilet paper is great for touching-up. Every time you use the toilet, lift up the lids and wipe up any splashes, and just throw it in the toilet and flush it away.
It also picks up dust and hair really well. I will occasionally go over my floor with a wad of toilet paper to get up the hair and dust in between vacuumings. It really works quite well and is very quick. (Don't flush those, though, because the hair may clog your pipes over time. Just toss them in the trash.)
Also, store your bottles of hair and facial products in a plastic "basket" or bucket of some sort--something that you can lift up and wipe under in one swoop. There are some really decorative ones out there. It is such a huge waste of time lifting up every individual item to wipe under it. Plus it's a pain, so making it easier means it's more likely to get done.
Wipe mirrors with a hand towel.

every day I spray the counter and toilet down with a disinfectant spray that smells really good. whenever I go to the bathroom, if there is anything on the floor or the counter I pick it up. I pretty much straighten up every time I go in there, even if its just to wash my hands.

After you shower swish the toilette, and wipe down the couters and sink. I use vinegar as well. I always wipe out the sink every time I use it, and dry it. sweep and mop. wiping down all surfaces keeps the bathroom clean and tidy.

Vinegar works great for cleaning, But make a mix of it. straight vinegar will stink up your place. try 60% vinegar with 40 % water.

wash your bathroom daily including tubs, sink ,walls & taps. i have mixed disinfectant bleach powder, detergent and dishwash powder ( vim or max) to clean wash rooms. it really works scrub floor with brush.
