cat with squinting eyes, bumps on ear, and salivation?
my neighbor's outdoor cat who hangs out on my porch looks sick. She is squinting and she keeps shaking her head and a bit of saliva will shake out. I also noticed that she has small bumps behind one of her ears. Her face seems like it is itchy--she keeps rubbing her head and then shaking it. She is in good spirits and does not seem sick in any other way. This cat is located in new england. What might this be? Is it leagal for me to bring her to the vet and administer medications perscribed by the vet?
My neighbors do not even take her inside at night when it is pooring out. They also don't seem to have enough money for vet care even if they cared enough to care for their cats. I don't know that animal control would really think of this as abuse, although I do, and if I reported them it's likely that nothing would change, and they would know that it was me who reported them. I just want to help this cat.

Contact the neighbor and let them know. If they ignore you or you can't get ahold of him, call the animal control people.

Well the cat obviously needs to see a vet. Can't you contact your neighbor and let her know what you've noticed? Is she a decent sort of neighbor? She may just be busy working 14 hour days and hasn't noticed yet.
