Locked out of the control panel on a dell dimension 3000?
I have a dell dimension 3000 and when I try to access the control panel I get the following error: "This operation has been cancelled due to restrictions in effect on this computer please contact your system adminstrator." I just got this computer from my father in law and he stated that this issue started for him after he had internet installed through comcast communications. I tried contacting Dell but, since the computer is out of warranty they want to charge me for tech support and that is just wrong. Please does anyone have any suggestions or solutions to this problem?

Right click START, Properties, Customize, Click on the Advanced Tab. In the middle of the Advanced page look in the Start Menu Items box and make sure Control Panel is displayed as a link.

Sounds like the permissions for the account are set to Limited rather than Administrator. If you start the computer in safe mode (F8) and login as Administrator, you should be able to access Control Panel and change the account type for that account.
If that doesn't work, you'll have to find a way to get to System Restore (without using Control Panel - perhaps through Help) and restore to a date prior to the Comcast installation. You can also try various points after that date also, just incase it was a different reason.

Hi computers can be verrrry frustrating huh.
Now the control panel shouldn't be linked to anything to do with the internet installation.
Access is something that is available on all computers with or with out this.
It seems unlikely that you have lost this file as many of your programmes would not function correctly.
I would advise to first turn off the computer and leave for 30 mins. It could be caught in a loop. This is one of the simplest and easies places to start really.
After that run a test for virus's. I am assuming that you have a protective programme on your computer. See what the diagnostic turns up.
Another thing is you could have been hacked. Do you have a fire wall on your computer? This is very important to stop
hackers going in and changing and deleting information
just for fun.
Do you still have your icon for the control panel?
If not do a search for the control panel and when it shows on the sceen click on this and see if you can access this way.
That's about the limit of my how to's......
After you have checked these things out it will be necessary to get a tech in.

When i had my first computer virus, the virus blocked the control panel, the same exact error. It might be a virus might no be, I recommend this, Try using System restore, to many a week ago or so. Got to start, all applications, accesories, system tools and click system restore follow the instructions, I mean there isn't enough information for me to answer. Also another it can be that certain actions have been blocked by the computer administrator, is there more than one account in the computer..? many factors. Good luck.

Go to the Start menu and go to run. Type in gpedit.msc and press enter. When the window comes up, look under User Configuration and expand Administrative Templates and highlight Control Panel. You will see an option that says Prohibit access to the Control Panel. Make sure this option says not configured if it is not at the moment and it should work. If you type in gpedit.msc in the run box and it says you are restricted, then you might have to find out the Administrator password to override that problem.

I had the same problem with control pannel and many other functions when I got a virus, when I used this it completely restored power to me over those lost programs, hopefully it will do the same for you.

Yeah the problem might be permission problem. Do you have administrator control on your laptop? If you do I think you should be able to open your control panel. Are you using window XP, 2000 or Vista? If I know your operating system I might help you out.

take it to a local place where they can look at it, compUSA, bestbuy, circuit city. you can also download software than can unlock some programs. just google for some and give them a try.

just open the cpu and see the motherboard and see the black small strip pull that out that can reset you password easily
