High German for "I say it" is "ich sage es.."

The contraction "sag's" stands for "sage es."

I would write it out in all formal communications and leave the contraction for informal speech and writing.

    Example:

Ich sag's ihm klar dass es keinen Fussballspiel gibt!

"I am telling him clearly that there is no soccer game today!"

"ich sag's" stands for "ich sage es" and means "I say it". Examples could be for a person who's interogated and finally giving out the information "Ich sag's". Do not use it in any official document or letter, if you want to express this write "ich sage es".

Hmmmm...difficult since u didn't give a context. The context that springs to my mind is " says me " or " I say so" as an answer to " Says who?".

Anyway, it's definitely not formal enough for use in official documents or exams.

    Hope this was helpful...
