They are legal in the U.S. but I do not know about California.
I own a yahoo group for exotic pet owners called "You Have a What?". There are people there who own caracals and other wild felines that would be happy to help you.

Here are some other sites that may help you:

As a special note please make sure that you do all the possible research and is truly ready for a caracal before you get one.

In august of 2007....that state of California passed the large exotics ban....I'm sorry but your cats fall into this category.... the punishment for owning them is a $10,000.00 fine and up to five years prison time if you cant pay.... this applies to all wild and big cats whether born in captivity or not! this covers any cross breeds of the animals as well.....I think the state believes as I do, people SHOULDN'T OWN WILD ANIMALS! They don't know how to take care of them and when they attack somebody they wonder WHY! they have lived for thousands of years with the instinct to KILL, and should be respected as such..... and you can't get a license for them either unless you are on the national zoological register.....sorry ( i just contacted my friends at Cat Tales, zoological park here in Spokane Wa, they called the California office and they say the same thing, they are banned for private ownership, you can only have them without a license if they were purchased before the august 1st 2007 cut-off date, and you can prove you payed for them *a receipt*)

I'd contact animal control to find out what the local laws are for your location. Most wild cats are not owned legally except by those licensed to have them in a wildlife refuge, etc.

They are considered wild animals and would require licensing to have them.
They should not have to live in the confinement of a human home and certainly not outside in a cage.
