Why can China drill for Oil off the Florida coast? While US Laws stop our companies from doing so?

Why can China drill off the Florida coast for oil, while congress sits on its hands and allows this to happen? Why can't we go after oil in this area as well as in ANWR? Democrats, why do your representatives and senators continue to block these efforts? For example:

"The fight over drilling in the Arctic National Wildlife Refuge is far from over," said Sen. Maria Cantwell, D-Wash., who led the opposition. "We almost stopped this budget trickery on the floor today. ... I'll be prepared to use every tool at my disposal to stop drilling in the Arctic. We need a serious national strategy to move us toward energy independence."

Update:

Gomanyes - I listed several news sources, including Al Jazzeria that show that China is drilling off our coast. The international border with Cuba is only 50 miles that it is recognized due to the close proxmity.

    Because the democrats would rather blame the oil companies than do anything to actually reduce the cost of oil.

    Supply goes up = cost goes down

    First of all the Chinese will not be drilling off of the Florida coast but rather legally off of the Cuban coast

    If they're slant drilling takes them into an oil field that is legally under Cuban territorial waters then the US has no say in the matter because its not our oil.

    As far as drilling in the ANWR goes unless the US comes up with a new energy policy that makes extinct both suburbia and SUV's providing new sources of oil to a wasteful society simply enables that society to continue their wasteful ways while destroying a pristine environment in the process.

    I think the vast majority of democratic politicians don't give a flying fig about the environment, but they do care a lot about being reelected. The environmental nut-balls have forced the democrats over a barrel, making it so that they must bow to the environmentalists' misanthropic wishes at every turn. The Chinese can drill there because foreign policy is the one thing that the democrats have not managed to ruin with their interference.

    Because its the American Way to have a small group of people in the country blocking the progress and better good for America over some supposed 'good cause.'

    China is paying for our war and so we can give them a little oil here and there. But all the oil in ANWAR is never going to stop our dependency of foreign oil. We just need to kick the habit.

    China can do almost anything it pleases these days as far as we're concerned. Bush made sure of that when he borrowed billions from them to prop up his war. They could bankrupt the U.S. tomorrow if they wanted to, so we protest quietly if at all, and they do what they please in the end.
