How do you negotiate pay rate when on a job interview?

Let's say the ad posted for the company says pay range between 12-16hr, when asked on your interview what your desired salary is, what is the best answer? should you start high? If its a basic administrative job that really no high skills are needed. Thanks!

Update:

I actually have been asked what my desired salary is during my interview.

just say 14 an hour. it's right in the middle, and fair if you have experience.

You don't negotiate during the interview, only until they offer the job. Once they do offer do a Labor Market Information check for a standard of living in your area and inquire about the budget at hand for the position they are hiring for.

Tell them you know they will compensate you for what your worth and leave it in their ballpark to make the offer. You do not want to come in very high or very low. Hopefully someone else can add to this......

depends on your experience, if you have a lot, but not too much experience you could ask for the higher rate, but if you have no experience - forget it
