My neighbor's kids cut off their kittens whiskers. What should I do?

I keep telling the kids they shouldn't do it because it hurts them and stuff like that but they just will not listen to me. I am afraid to call the animal shelter about it though because my cats still need their tags and they may set traps. These kittens keep trying to run into my house to eat my cat's food. I feel so bad for them. Any suggestions on how I should talk to the neighbors or something?

    tell them that if they dont stop you will call the humane society,(but dont actually do it) or talk to the kids parents. or you could actually call the humane society, but dont tell them about your cats. and if they do try to catch the neighbors kitties, just keep yours inside.

    If you get on well with your neighbour talk to them about it. If that doesnt work call the animal shelter. Get your cats tagged (a shelter will do that for you too). If you are saying it hurts and they dont care it could escalate into something worse. Keep an eye out and dont be afraid to act. Good luck!
