Each state has different age of consent laws. And yes, in some states, the age DOES start at 13.

Therefore, in order to correctly answer your question, you need to provide the state you live in. Just remember, each state is different! So, if it is legal in your state and the sexual acts happen in another state where it is against the law, then you can be in trouble.
