Xbox 360 Content Recovery??

OK, I know that this is probably been heard a lot before, but how in the heck can I get my downloaded content back again after getting a refurbished console from Microsoft? This happened to me the first time I sent a console in to be repaired, and nothing worked that time, either.

I have already tried Microsoft's 6 steps for content recovery (download each item again to get the licenses back) but IT DOES NOT WORK. And customer support doesn't know anything they are talking about.

All my content can't be used when I'm not connected to Xbox Live, and nothing on my brother's account works on my account no matter what the circumstances are. (Microsoft says that all content should work for all accounts on the same hard drive)

Is there a GUARANTEED way (NOT calling the customer service or using those stupid 6 steps again) to recover all my content? Or has Microsoft just screwed me over again?

Update:

I didn't send my hard drive in.

Also, when I go to the Memory blade, it shows all my content there, so I didn't delete it.

"1. Attach your hard drive or memory unit.

2. Turn on the console.

3. Sign in to Xbox LIVE with the gamer profile that originally downloaded the content.

4. Go to Xbox LIVE Marketplace and select Account Management, Download History.

5. Select an item and then select Download Again.

6. Repeat step 5 for each item in your download history.

After you download your content again, anyone on this console can use it, whether you're signed in to Xbox LIVE or not." - (This is completely untrue for me. I can't use my content while disconnected from Live)

    i just have never sent my hard drive in... is it your HD that you have had to send in?? You are not supposed to send in the HD unless that is the problem.

    are u sure your doing the transfer linces process? like really those 6 stems u give sound weird idk been while since i did it

    make sure this is what u doing

    1 u are sign in xbox live then when u start the process it signs u out and makes u sign in then it ask u to confirm the tranfer linces then u go accont management and redownlaod everything

    (just click redownlaod and that dont work) do this for each accont ). if this really dont work call support like around noon- no later then 3 eastern time tomorrow moring well more like latter this morning
