The clause does not insure that any state has to observe a law passed in another state. You need to go read up some more.

But.........the feds have already stated and the US Supreme Court has ruled many years ago, it's a state issue. Another example: ok to drive 65 mph on most california freeways, but if the max is 55 in Colorado - ....

They refuse to recognize it. It will have to be tested in the courts. Of course, this was the plan all along.
