I have two cats and one litter box, we never smell anything unless we happen to be right there sometimes. A friend told me to set up my box in layers and it has worked wonderfully for me.
Buy the Arm& Hammer stuff for litter boxes, scoopable litter, and I buy the Fresh Step litter. I cover the bottom of the box with the Arm & Hammer, then about a inch to two inch layer of the scoopable sand, followed by another layer of the Fresh Step. I find that when the cats stir up the litter to cover their mess, they are also stirring up the Arm & Hammer and the smell of the scoopable litter. This keeps it smelling fresh all the time. It works very well for me.
Another thing to look at is what you are feeding your cats. Mine only eat dry food and water. I had a cat that ate canned food and that definitely has an odor when the cat goes to the bathroom.
Good luck!

I use a kind of litter called Feline Pine. It is a natural product made from pine sawdust. They have two kinds, one is a pellet variety that breaks down gradually as the cats use it. The other is a loose/clumping kind that just looks like sawdust, and it clumps whenever the cat pees. The pine naturally gets rid of the odors, as long as you clean the box daily. I have been using it for years and my cats love it, and there's virtually NO SMELL (unless they have just went poo, in which case I scoop it out and flush it down the toilet right away.) Feline pine is a little bit harder to find than regular litter, the best place to find it is at a pet store or feed store. Below I have linked a website with more info on Feline Pine.
You can also buy a product called Arm & Hammer Cat Litter Deodorizer. It comes in an orange box just like baking soda, and you sprinkle it on the litter to cut down on the smell. It also works great and I have used this for years. You can usually find it at most places that sell pet stuff. I buy it at Wal-Mart.
Below I have provided some links so you can see these products.
Good luck, I hope this helps =^.^=

A women who owns a cat shelter recommended for my litter box a product called Innofresh pet odor absorbers. It is an activated carbon filter that really is terrific. I just have a couple of them clipped to side of litter box and doesn't matter what litter I use now -it stays pretty fresh. I really recommend these odor absorbers too. Found them on line at www.innofresh.com Oh, also totally unscented which I really like too so it doesn't cover up smells but gets rid of them.

We've always been told to have one litter box per cat, so with three cats, we have three litter boxes. We line ours with a plastic liner, and then use Fresh Step clumping litter with crystals. We scoop daily, and only have to change the liner/scrub the box once every three weeks. Oh, and we bought one of those large round metal spoons with lots of tiny holes (may have gotten it at a Chinese grocery store) and use that to scoop. It gets the large clumps and all of the small "bits", so the litter stays cleaner longer.
If you aren't using a liner, the urine is probably penetrating the plastic and the smell will linger. I'd probably buy a couple of new litter boxes and start "afresh".
Good luck!

The new Arm and Hammer litter is good. And it is flushable in the toilet. It comes in a bag type and cost less the 8 dollars at walmart.

i like the kind of litter that's crystals. also, you can buy (at pet stores near the rodent section) little packets of coal (carbon) that you can hang near the litter box to absorb some of the odor.
