From what the media says, it points to Pakistan's hand. The weapons and munitions recovered bear the markings of Pakistan's military. Since Pakistan is also suffering terrorists attacks, there may be some extremist's groups within the country with affiliations in the Pak army. The Pakistan government, in general, cannot be blamed for that.
