My cat's hind end seems sensitive to him and there is dandruff?

he seems to want me to scratch it for him but if i do too much he meows.

Update:

its near the base of his tail. its not his butt.

    Not sure if you mean his back near the tail, or his actual "butt". Many cats like to be patted/scratched near the base of the tail. If it's his butt that is sensitive, he might have a medical condition and should see a vet.

    Edit: Since it is the base of the tail, I would say he just likes being scratched there. Both my cats love getting scratched and patted there. My former cat (RIP Penelope) loved it too. However, sometimes cats get "overstimulated" by too much of a good thing and they start meowing (or even scratching and kicking!). The meowing should be your cue to stop for a little while. As for the dandruff, he likely has it all over, but you only see it in that area since it has been roughed up a little. Regular brushing helps take care of excess dandruff.

    His skin may also be a little dry and uncomfortable for him. Try switching to a higher quality of food, or put some supplements in his existing food to stimulate oil production in his skin. Ask the clerk at your local pet supply store for recommendations for products to help improve dry skin.
